Cambridge sewage works relocation — what happens after consent but loss of funding?

The Cambridge Waste Water Treatment Plant relocation was intended to move treatment facilities and unlock redevelopment of the existing site. Cambridge City Council links the proposal to plans for a new neighbourhood in North East Cambridge.

Cambridge Waste Water Treatment Plant Relocation Project Overview

  • Proposal: Relocation of the existing treatment plant to a new site.
  • Intended benefit: Release of the current site for homes, facilities and regeneration.
  • Local dispute: The need for relocation and the effects of developing a new site in the green belt.
  • Delivery issue: Planning consent and a funded construction programme are separate matters.

Project Status & Local Controversy

Development consent was granted in April 2025. In August 2025, the council reported that the government would not provide the expected funding. A replacement funding package has not been verified for this draft, so the scheme should not be presented as an actively funded construction project. Fen Ditton Parish Council and Save Honey Hill have challenged the relocation and its green-belt implications.

Discussion point: Before any renewed delivery proposal, what should be reassessed: the need to move the plant, the funding model, the housing plans, or all three?

Infrastructure Capacity & Delivery

  • Funding: Who would pay for relocation, and how would that arrangement affect water customers and public finances?
  • Treatment capacity: What independently checked evidence compares upgrading the existing works with relocation?

Environmental and Landscape Risks

  • Green belt and landscape: How should impacts at the proposed new site be weighed against redevelopment of the existing one?
  • Odour and water: What operating standards, monitoring and complaint procedures would protect neighbouring communities?

Access and Community Impacts

  • Housing expectations: Which regeneration commitments depend on relocation, and how will residents be told if the timetable changes?
  • Construction: Any renewed programme should show traffic routes, disruption periods and the responsibilities for restoring affected land.
